Mass update of Agent emd.properties file

I have recently been tasked to enable encryption in-flight for all communications. I am using EM13.5 RU22. I have made the required changed in the sqlnet.ora for the repository database and updated the emgc.properties file for the OMS to use stronger encryption algorithms and checksums. Now I am wanting to turn on encryption in-flight for all of the agents. I have tried two methods so far.

  1. I thought I could update the Agent Gold Images with the updates to the <AGENT_INST>/sysman/config/emd.properties file but that file does not seem to be included in the Gold Image.
