How to copy Quality plans across organizations and across instances

Many quality plans are defined in the current environment as part of the business requirement. There are a lot of actions defined on the quality plans as well. We need to replicate the same setups across inventory organizations and also across different environments.

Is there a way to achieve this backend-

1. For setups across Inventory orgs.
2. For setups across environments
