AWR reports shows saturated IOPS

I have X7-2, 1/4 rack, patched to the current image

Attached is a extract from a AWR report, is there any chance some one could explain this. To me it seems certain disks are at its peak IOPS usage. I was under impression all cellnodes takes the burden of distributing IO requirement.
