Applicant Error Uploading Attachments

Hello! An applicant is receiving this error when attempting to upload an attachment to her job application. "Assignment of '1000' to HRS_ATTCH_SS_VW.ATTACH_SEQ_NBR failed." Has anyone encountered this error? What was your resolution? Thanks in advance!
