Trouble Installing JULY 2024 Patch

Oracle: 19c
Platform: Windows
Patch: JULY 2024

Problem:
During the patch installation I get
The following actions have failed:
Copy failed from E:\patches\36521936_DBPATCH\36521936\files\jdk\bin\java.exe to E:\Oracle_home\…\java.exe

It does this for several files to include
java.dll
management.dll
net.dll
nio.dll
jvm.dll
verify.dll
zip.dll

do you want to proceed? [y|n]

I made sure that the account I am logged in as has full control on the patch and destination folders. I made sure the oracle services are stopped.

One thought is to manually copy these files over myself and select yes, but not sure
