Inspect Button is freeze on receiving transaction form

Dear Experts,

Problem Summary :

We have assigned the two different responsibility to a particular user (a) Inventory super user (b) F1888 Inv Packing Store User (H-23).

On (A) responsibility the inspect button is available the receiving transaction form but on (B) the responsibility button is become freeze.

User Requirement.

On Responsibility (B) the button must be available.
