CPUJul2024 datapatch lock problems

I've patched 5 databases (Windows Server, 19.23 → 19.24) in the last month with no issues whatsoever. Last night, I ran into datapatch lock issues on two databases. I encounter this failure after a few minutes of waiting …

verify_queryable_inventory returned ORA-20016: Unable to get the lock : get_pending_activity

This would appear to be very much the same as Bug: 23314180.8

Anyone else encountered this issue of late?
