How to check if Oracle 19c RAC cluster has auto startup?

This is a curious question.

The nodes for my second cluster - 'cluster2' do not auto startup, after restating the linux box.

I have two clusters,

'cluster1' starts up automatically when I restart any of its boxes. (proof below)
'cluster2' does NOT start up automatically when I restart any of its boxes. (not sure why)

I might be missing something in my logic about RAC clusters

Each cluster has three nodes and three boxes:
- cluser1_box1, cluser1_box2, cluser1_box3.
- cluser2_box1, cluser2_box2, cluser2_box3
