Oracle 19C: When scheduling the job, the package encounters an error: ORA-02020

Oracle 19C: When running the package manually, it executes successfully. However, when scheduling the job, the package encounters an error: ORA-02020, indicating too many database links are in use.

Working fine in oracle 12c as well.
