How to install Oracle 19.22 on OL 8.9

Hi there
I just tried to install Oracle 19.22 GI (at the end) on OL 8.9 VMs
For 19.16 we used Oracle 19.3 as Base to upgrade to 19.16 (for GI and DB)

I am now trying to instll 19.3 on OL 8.9 but I get an error for:
[WARNING] [INS-08101] Unexpected error while executing the action at state: 'supportedOSCheck'
CAUSE: No additional information available.

Is there a parameter to get it running or do i need to install a higher Base Version line 19.8 ? 19.22 is a patchset so I do need a Base Version, I guess.

Our Client does not have active support license - so that I wil not have a chance to open an SR or check MOS.
