How to make Attachment mandatory for adding Identification Info?

Make attachment mandatory when Employee/Manager/HR adds Passport, Driver License, Visa and Permits and Citizenship Info on the Identification Info page.
Currently we have explored the option for both Redwood UI and Responsive UI, but there is not option to make attachment mandatory.
