Oracle EBS Usage Transaction fails if user is in different Operating Unit.

For Usage; our transactions are failing if the user is in a different Operating Unit, even though the Non-Labor Resource (item being used) and the Project & Project Task are in the same Operating Unit. Do we have something configured wrong? Why does transaction import care if user is in a different Operating Unit, if the Non-Labor Resource and the Project are in the same? It is usage. Please advise if you know how to prevent this from erroring.
