BOM and Manufacturing set up

We have Nutraceutical division where ingredients are dried, then powdered to make a saleable item. Some times these saleable powder items are blended together to make a different saleable product.

What is the best way to set up these items for manufacturing. I could make Dried item as an M stocking type with its BOMs and roll cost and then set up Powder item as Stocking Type S with Dried item as its BOM component. But I am not getting any cost roll for the third level item when few of the Powdered items are made components of the blended item.
