Secure 2.0 section 603 - salary limit eligibility set up at org level

Hello - I thought I saw somewhere in all the documentation for Secure 2.0, that the eligibility for the Catchup for pre or post tax of the salary limit could be set globally, not just setting the eligibility per person in EIT. But can't find it now…. Can someone please guide me to that information?
