password change fields are grayed out in User Profile Preferences in 24.2

We have Siebel 24.2 CRM, on-prem. I just found password fields (to use update password) under User Profile Preferences in 24.2 is grayed out. We recently upgraded Siebel from IP2015. In the older version, we were able to update our passord.

We use MS SQL server and also use DB authentication method for Siebel login. I reviewed applet and bus comp, and there seems to be no reason that the two password fields should be grayed out.
