How to push pending alert in notification schedule

Hello experts,

I have below requirement.Any thought process is highly appreciated.

I have defined notification schedule which starts at morning 7 am and finishes at 5 pm.It has been setup in non-prod environment as we dont want on-call dba to get email alert outside business hours.Now this has created some problem we have faced recently.

One of the critical non-prod database encountered FRA full issue and archiver was hung at 4 am in the morning.SInce this happened outside notification schedule we did not received any email alert.This is absolutely fine but what we expect is once notification schedule starts OEM should
