How Can I Get Oracle DRM 11.2 to use SSO on Windows 2019 Servers?

We have attempted several time to get SSO working for DRM on our Windows 2019 Servers. We have followed Oracle documentation and ran into issues with OAM 12c and OEP during install. Is there a definitive document for this?
