Issue with custom procedure which update element entry

Hello Folks,

My client has a custom procedure which used to update element entry , its update element called transportation,it was based on employee grade , I made changes on this procedure logic to make transportation based on percentage of the basic salary and with minimum and maximum, but the issue is after I updated the procedure , and enter a new basic salary for the employee with an effective date for example 01-sep-2024 , then column effective start date on table pay_element_entries_f be updated with effective date 01-sep-2024 for all records

Before update the procedure , table pay element entries f show reults as below:
