Safe to remove files from this location?

I see a list of old patches stored in this directory "Oracle/Middleware/oracle_common/OPatch/Patches/patchFiles" and was wondering if anybody here knows if it's ok to remove these files? I saw a clean up command but it appears to remove the files from .patch_storage directory, and not in this location.
