Could the issue described in Doc ID 2474408.1 cause performance issues?

We are experiencing the Warning messages described in the referenced doc. and we are also having some performance issues in out LDOMS that we don't have a soldi explanation for and we are wondering maybe it could be related.

Also, the first Solation is to disable/enable svc:/ldoms/agents:default. What impact would that have on our LDOMS? Is it safe to do while they are running?
