Peoplesoft eProcurement-> create requisition> Save, submit , prebudget check> it is staying in Not Checked status

even when we edit the req, say change qty from 1 to 2 , Save, submit, prebudget check. The status remains Not checked. Please advise

The problem is intermittent.
