Is there a way we can put custom tile on the OE benefits enrollment tiles?

We have a requirement related to long-term care benefits. Employees need to visit a special external website to select their plan. This website is maintained outside of PeopleSoft, and the plan will be available for employees to choose as part of the Open Enrollment (OE) process. There is specific verbiage and a third-party link that needs to be displayed.

I’m thinking the best place to present this information would be within the Benefits Enrollment tiles, so employees can view the plan details easily. My question is: What is the best way to display this as a tile in the Benefits Enrollment section? Do I need to create a separate dummy plan type in order to show this, or are there better alternatives?
