Move OCR and Voting Disk to new ASM disk group

Hi,

I have to move OCR and Voting Disk to new ASM disk group. I guess there is no need to restart cluserware and database for change to take affect. Can someone confirm if my assumptions are correct?

Second, to move ASM spfile to new ASM disk group do we need to restart cluserware and database for change to take affect?
