Are Critical Patch Updates Included in Database Release Updates?

I have an Oracle 19c Database with the following patches installed:

Patch 36195566: JDK Bundle Patch 19.0.0.0.240416

Patch 36199232: OJVM Release Update 19.23.0.0.0

Patch 36233263: Database Release Update 19.23.0.0.0

I have been asked to verify installation of Oracle Critical Patch Update - April 2023 Rev 2 to address multiple Vulnerabilities associated with Oracle DB Server 19c.

I have found information that says Release Updates include updates from prior RUs, and that new CPUs include fixes from previous ones. Do Release Updates include prior CPUs or just prior RUs?
