P050151 Labour Distribution Instructions "Hours" Function and Pay On Standard Hours

We have an employee setup with Pay on Standard Hours (70hrs). We've also have set this employee up with Labour Distribution Instructions in the P050151, and use the Hours function, so that 70hrs will generate at a specific rate for an employee with a specific start and end date. If only some of the hours for the employee are manually entered, say for example 21hrs are manually entered, when we process prepayroll the system will autogenerate the other 49hrs based on the Labour Distribution rate. This is the result we want.

But if we manually enter all 70hrs, and then we run prepayroll, the system autogenerates a timecard for 70hrs based on the Labour Distribution rates setting, but then the system will also autogenerate a timecard entry of -70hrs at their masterfile rate…which is a lower rate. This is not what we want.
