Database 'Release Updates' Clarification

Hi All:

This may seem like a simple question, or at least the answer should be anyhow. Bear with me please, this is the first time I've been installing OEM 13.5 (or any version for that matter) and I want to get things right.

Situation: I've built the database server, installing Oracle 19.3 EE, and applied the most current patch bundle to bring the database to 19.24. Using the template provided by Oracle I've created the repository database, and that side of it is good. The base install of OEM 13.5 proceeded normally, and to that point I'm good. My goal is to bring it up to RU 23, which does require RU 21 to be installed first.
