Patch management windows 32bit Client Oracle 19c

We had an issue from one of our customer that could be solved with 35353768 patch.

Our problem is that this patch is only related to Oracle Client 19.19 and seems to not be reported on next version. I'm right?

We are now using Oracle Client 19.22 32bit for our application, how can we solve the issue on this version of the client?
