API Delete Element Entry Show error ORA-20001: HR_7220_INVALID_PRIMARY_KEY

Hello Folks,

Created element link and made it as standard and need to remove element entries, tried the API from steps as mentioned on below link

and worked fine on Test but on PROD its show below error

ORA-20001: HR_7220_INVALID_PRIMARY_KEY:

ORA-06512: at "APPS.FND_MESSAGE", line 509

ORA-06512: at "APPS.PAY_ELE_SHD", line 612

ORA-06512: at "APPS.PAY_ELEMENT_ENTRY_API", line 1014

ORA-06512: at line 14

Any inputs?
