fnd_user_pkg.delresp API error --deadlock detected while waiting for resource' encountered during

Hi Team,

I'm using fnd_user_pkg.delresp API to end date the
responsibility on the user account. At random, the API is throwing error
as below.

Error ORA-20001: Oracle error -20002: ORA-20002:
3825: Error '-60 - ORA-00060: deadlock detected while waiting for
resource' encountered during execution of Rule function
'WF_ROLE_HIERARCHY.Cascade_RF' for event
'oracle.apps.fnd.wf.ds.userRole.updated' with key
'PER:79017|FND_RESP:63316|2460563:58424'. has been detected in
FND_USER_RESP_GROUPS_API.UPDATE_ASSIGNMENT.

If you know the cause, kindly share the details and how I can avoid this error ?
