Getting "WARN:ORA-20987: APEX - Invalid schema name" when applying APEX PSB 24.1.4 over 24.1.2

Hello everyone:

I have applied APEX PSB 24.1.4 (released today) over 24.1.2 running on Oracle db 19.23 and while the patch seems to succeed and APEX remains valid it throws the following warning on both databases I have tested it on so far
