AP1100 HA both SBC shows Standby

Hi,
I have SBC Acme Packet 1100 SCZ9.3.0 Patch 2 (Build 98)
I am facing an issue regarding HA not working even I copy the configuration from primary and restore it on the secondary but still both servers showing standby mode none of them active.


Do you have any clue how to fix it?
below is the configuration

SBC-1# show health

    Media Synchronized            false
    SIP Synchronized              false
    REC Synchronized              disabled
    XSERV Synchronized            true
    Config Synchronized           false
    Collect Synchronized
