P4210 Commitment preferencing

We run JDE 9.2.7.2

In P4210 we have processing option 10-Preferencing # 2 set to a 2 so the system will use the preferencing no matter the order windows. I have my item group set to branch plant A and its the first thing the hierarchy looks at. The issue I'm having is that when I put an order in for 15,000#'s but I only have 10,800# available. The system will preference the quantity shipped or available qty but it back orders to the header branch the rest. Why would it not back order to the preference plant as well?
