How to startup database after applied Patch Combo of OJVM + Database Oracle 19c on Linux

I am testing the Patch Combo of OJVM Component + Database Oracle 19c and did opatch apply for each. Now, do I have to 'startup upgrade' or just do 'startup' to properly start database after patch applied? Would it be sufficient to just 'startup' (in normal mode)?

Note: when I did 'startup upgrade' - I was getting errors when connecting - like 'all instances are in restricted mode', I fixed by restarting database in normal mode (just 'startup').
