System Controls Setup. How to create different system controls based on ledger?

Can System Controls be added?
I want to create subsidiary data in the Fixed Assets module, but I am unable to add System Controls (Path：Fixed Assets > Setup > System Controls).
Can each subsidiary have its own System Controls, or can only Book Controls(Path：Fixed Assets > Setup > Book Controls) be created?

I want to add System Controls so that the asset numbers for different ledgers can all start from 1.
If it is possible to create System Controls for a subsidiary independently, please guide me on how to do so.
