Updating deployment server from server manager. Stuck at step 9 of 11

I am having issues getting the deployment server update to complete. Going from TR 9.2.7.4 to 9.2.8.2. I have disabled Antivirus, turned everything else off on the server that I can. I am not setting up multifoundation, but I do notice there are foundation folders on the server.

Showing copying server.cab to servercomp as the last line in the Agent log. No processes seem to be running, the server.cab file is located in the servercomp folder.

Everything for step 9 looks to be complete, but it will not continue to step 10.

No error visible in any of the logs I have checked.
