P0411Z1 VAT Not Allowed with Currency Code Error

I am not able to create a multi-currency voucher in P0411Z1. Getting the error message: VAT Not Allowed with Currency Code. P0411 has Functional Processing Options (P0400047) to allow Value Added Tax for MultiCurrency Items. I don't see an option to define Functional Processing Options to P0411Z1 so am getting the error.

Anyone else run into this?
