Query of OPATCH_XML_INV after applying 19.24.0 on Windows takes up to 8 minutes

After applying 19.24.0 WINBP, query of OPATCH_XML_INV takes up to 8 minutes. I can see that a cmd.exe process is running for qopiprep.bat but other than that I get no error message. The generated XML file in rdbms\log has 15 MB, but there is almost no cpu consumption on the server.

Session is waiting for event "external table read".


Any ideas on why this takes so long?
