When I Execute Create Privilege, it shows Id <list_header_id> does not exist.

Oracle Pricing Administrator > Oracle Pricing Administrator Setup > Security > Privileges, when I create privilege to one user, it shows Id <list_header_id> does not exist.

but the price list is existing.

BTW, before my ebs(12.2.4) upgrade, this is normal, but after ebs upgrade to 12.2.12, it occur an error Id <list_header_id> does not exist.
