Unable to update Fixed Lot Multiplier Value

Hi All. Customer is trying to update Fixed Lot Multiplier value but receiving an error message 'Fixed lot multiplier must be multiple of Min/Max quantity' which is as expected. But as per customer, earlier they were able to update the value even though it is not multiple of Min/Max Quantity(That is an old item created in 2012). Currently customer is in 12.2.11 Is there any changes from 12.1.3. If not, please let us know how system allowed to update earlier.

Any help would be greatly appreciated.
