In Oracle service contracts form, Counter functions disabled/grayed out

Hi All,

In all our Oracle instances we are seeing that 'Counter Setup and Counter Capture' functionalities are disabled in Oracle service contracts form under 'Actions' as shown in screenshot. It is same for all contracts.

May I know what are the steps we need to follow to enable this functionalities. We are currently on 12.2.10.
