Suppress ACFS and AFD messages in GI alert.log

On most of our 19c RACs (19.23.0.0 on RHEL 9) , every few hours, GI alert.log has these lines:

2024-09-15 23:31:34.420 [CLSECHO(3028728)]ACFS-9462: The /u01/app/grid/usm/install/Oracle/EL9/x86_64/5.14.0-362.8.1/5.14.0-362.8.1-x86_64/bin/oracleacfs-5.14.0-362.8.1.el9_3.x86_64.rpm RPM is not compatible with kernel kernel-core-5.14.0-427.31.1.el9_4.x86_64.
