EM 13c unable to create new rule - Page Unresponsive

EM13c R5.. unable to create new rules.. its showing Page Unresponsive.

How to Create new Rules:

Setup->Incidents->Incident Rules page , Create a new rule 

I have cleared the browser's cache but problem is not resolved.

Can anyone please help me on this issue?
