Using Oracle Customer Online or TCA responsibility in EBS R12.2

Our Client is looking for options on AR Customer modelling in EBS R12.2. We want to just create a Party (Organization) record and use it in Party Relationships under AR Customer. I wanted to check if we need to license Customer Data Management separately to use the Oracle Customer Online or TCA responsibility in the R12.2 instance? Appreciate your inputs.
