21c XMLA Error

We are getting the following error when trying to use XMLA after upgrading to 21c with the new URL "/essbase/XMLA"

"Invalid or incomplete input to get the active Essbase node. Verify the cluster name and user credentials"

Did the authentication method change in 21c? I can't tell if it's a configuration issue or how the credentials are getting passed. If I pass bad credentials, I get the same error but if I use a bad cluster name I get a different error.
