My timezone version needs to be upgraded

I am facing the following error while importing the dump files. Oracle Data Pump does not support importing from a source database with TSTZ version 39 into a target database with TSTZ version 35.
I want to know what is the correct patch to be downloaded from oracle support to get my oracle db upgraded. My database version is 21.3.0.0 (21c)
