Best way to limit which projects a buyer can see?

We have been asked if we can limit which projects a buyer can see.

For example, suppose there are projects P1, P2, P3, and P4. Buyer1 is to buy for projects P1 and P4 only. Buyer2 is to buy for projects P3 and P2 only. What is the best way to do this? We cannot limit the buyer to parts because there may be a few parts used on all projects.
