Package Discovery Override Settings Do Not Show

I am following Doc ID 2859491.1 / Doc ID 3015917.1 but when I click on save sync button it give me weblogic lock error as below.

This may also be caused when one or more servers of a cluster is not running. Make sure the configuration is not locked and all the servers in the cluster are running and perform the sychronization again. Check logs for root cause.
