How to Stop ESBC from Responding to OPTIONS?

Hello, We are conducting some tests and have executed set-system-state offline on ESBC to ensure that new INVITE requests receive "503 Licensed Session Capacity Reached." However, the ESBC still responds normally to OPTIONS requests.

Is there any way to stop ESBC from responding to OPTIONS?
