Restrictions for Married Employees During Open Enrollment

We received the below message from our vendor:

"In event you have two employees who are married, they are not able to enroll as EE and SP 2x. They’d select one member as EE and the other would be SP. "

Is it even possible to put in restrictions based on another employee's elections? If one employee elected Employee + Spouse that our other employee married to the first cannot also enroll in Employee + Spouse? Or must this be managed manually by a Benefits Administrator before elections are finalized?
