Why can't Starting Date (EFTB) and Ending Date (EFTE) be the same date in Recurring Billing Revision

I just got off of the Financial SIG Meeting and did not note down Angelin Isaac's (Oracle) email so I resorted to submitting a question here.

9.2.7.2 We added a line in the Recurring Billing Revisions screen for a rent increase on a Lease with a Start Date of 10/01/2024 and an Ending Date of 10/01/2024. When we ran the R15100 this Lease did not show up on the Output PDF.

We ended up pushing the Ending Date out to 10/31/2024 and it showed up on the Output PDF. The user wanted to make sure that this increase was only picked up for the October Payment for rent adjustments. Since the Recurring Billing runs everything for the 1st, whether it is due on the 15th or any other date, user did not think it would matter.
